CENTRAL REGIONAL REGIONAL CENTER

I. THE BIRTH OF THE CENTER

The Central Coast Guard Center was established in 2002 under Decision No. 172/QD-BQP, dated December 3, 2002 of the Minister of National Defense to perform the task of responding to coastal oil spills in the Central provinces of Tu Quang Tri to Ninh Thuan.

The center came into operation in September 2004, is a public utility unit, has a core crew force who are qualified and ready to perform the task of responding to oil spills in the Central region and the country. .

The center is under the management of Song Thu Corporation/General Department of Defense Industry. The National Committee for Incident and Disaster Response and Search and Rescue directly directs the Center in the field of oil spill response.

II. MANDATES

1. Function

  • Being the specialized and core force to respond to oil spills in the assigned area of all provinces and cities in the Central region from Quang Tri province to Ninh Thuan province; The entire sea area within the scope of SCTD response from the 17th parallelo10'N to the 11th parallelo20'N.
  • Implement oil spill response according to decentralization and oil spill response contracts with facilities; ready to mobilize to respond to oil spills nationwide under the direction of the National Committee for Incident and Disaster Response and Search and Rescue.

2. Mission

  • Be ready and organize timely and effective response to oil spill incidents occurring in 09 coastal provinces and cities in the Central region from Quang Tri to Ninh Thuan and outside the management area when authorized. request.
  • Directly respond to oil spills at ports, non-dock oil transfer areas, export processing zones, and industrial parks when requested by petroleum business units.
  • Ready for Search and Rescue, rescue, fire prevention and fighting on rivers and at sea in 09 coastal provinces and cities in the Central region from Quang Tri to Ninh Thuan.
  • Training, coaching, professional training, oil spill response drills and appraisal of the Oil Spill Response Plan. Consulting, developing oil spill response plans and developing sensitive area maps. Participate in assessing the consequences of oil spills.
  • Coordinate with interdisciplinary delegations in 09 provinces in the Central region to carry out inspection, monitoring and supervision of oil spill prevention and response work of petroleum business units in 09 provinces. coastal areas in the Central region and other areas upon request.
  • Treatment of oil-contaminated waste and other hazardous waste.
  • Perform other tasks assigned by superiors.
